Jackson County BOCC Regular Meeting Highlights

On August 26, 2025, at 6:00 PM, the Jackson County Board of County Commissioners held a Regular Meeting. This is a recap of some of the reports and requests included in that meeting.

A request was made for approval of a resolution for Resilient Florida Grant Applications. The Board adopted a resolution supporting the County’s submission of three projects for funding through the FDEP Resilient Florida grant program. These projects include the Bellamy Bridge Trail Boardwalk Elevation and Drainage Project, the Fish Hatchery Road Elevation and Drainage Project, and the Steelefield Lift Station Elevation and Drainage Project. Together, these efforts will strengthen infrastructure, protect natural and cultural resources, and help ensure long-term resilience for Jackson County.

A request was made to set a Public Hearing for Happy Green Acres RV Park and Flea Market. The Board has set a public hearing for September 9, 2025, at 6:00 PM for a General Development Order to construct a 21-unit RV park with associated amenities including a commercial swimming pool, six sheds, a snow cone stand, and two pole barns to be used as a flea market. The proposed project, totaling 16,000 square feet of impervious surface, would be located at 3039 Edification Drive in unincorporated Jackson County. In accordance with the Jackson County Comprehensive Plan, a special exception to the Agriculture 2 land use category is required for placement of an RV park, which must receive approval from the County’s regulatory boards. On August 18, 2025, the Planning Commission recommended approval of the General Development Order and special exception for Happy Green Acres RV Park and Flea Market to the Board of County Commissioners.

The meeting continued with a request for final approval of TPA Option Agreement. The Board approved a request from the Jackson County Economic Development Committee (EDC) to move forward with a major economic opportunity, involving approximately 235 acres of jointly owned land located at Distribution Park near I-10 Exit 136. The EDC is partnering with the City of Marianna and the County to finalize an agreement with TPA Group, a prospective buyer interested in utilizing the land for manufacturing, technology, or distribution uses. The agreement grants TPA Group an exclusive option to purchase the property in phases, with an initial payment that applies toward the final purchase price. The project includes plans for infrastructure improvements, potential zoning changes, and collaborative efforts with the City and County to obtain necessary permits. This partnership highlights the County’s continued commitment to supporting smart growth and expanding job opportunities for our community.

A request was also made for approval of Invitation to Bid 2425-23 Courthouse Air Handler. The Board approved issuing an Invitation to Bid (ITB) for the replacement of the Air Handler Unit at the Jackson County Courthouse, a project budgeted in the 2024-2025 Capital Plan with concurrence from the Chief Circuit Judge. The ITB also includes an option to replace additional lag pumps if pricing allows. Bids are due October 2, 2025, with the award anticipated at the Board meeting on October 14, 2025.

Approval of Non-Qualified Opioid Settlement Grant Agreement V0253 with NWF Health Network was also requested. The Board approved funding in the amount of $139,587 to continue Jackson County’s Community Paramedicine Program, a vital service that expands access to healthcare and strengthens our community’s response to the opioid crisis. Through this program, Jackson County Fire Rescue will provide mobile integrated and telehealth services for individuals facing opioid use disorder, substance use disorder, and behavioral or mental health emergencies. Funding will also support increased distribution and training for naloxone, youth and school-based education programs on substance misuse prevention, and community drug disposal initiatives to safely remove unused medications from homes. This program ensures that patients and families across Jackson County, especially those without insurance or regular healthcare access, receive timely support, lifesaving resources, and a direct path to recovery services.

Continuing the meeting was a request for approval of CORE Network Grant Agreement V0247 with NWF Health Network. The Board approved $250,000 in funding to strengthen Jackson County Fire Rescue’s ability to respond to opioid-related and critical emergencies. With this support, the County will purchase ventilators, video laryngoscopes, portable suction machines, and laptop computers. These tools will help first responders quickly identify patients in crisis, provide lifesaving care, and safely transport them to local hospitals. The program also ensures patients receive a warm handoff to PanCare of Florida for continued Medication-Assisted Treatment (MAT). In addition, as part of a pilot initiative, three EMTs will be given the opportunity to advance their training and earn Paramedic certification, expanding their skills and enhancing the level of care available to our community. This investment not only saves lives but also supports the growth of our first responders and the future of emergency medical services in Jackson County.

A request for approval of renewal for 2122-12 Disaster Recovery Program Administration and Management with David H. Melvin, Inc. was also made.The Board approved the renewal of its Disaster Recovery Program Administration and Management contract with David H. Melvin, Inc. (RFP 2122-12). This renewal ensures Jackson County continues to have expert support in managing federal disaster recovery programs, maximizing FEMA funding, and guiding recovery projects through closeout and audit. With Melvin Engineering’s proven experience in grant administration, program management, and FEMA eligibility services, the County remains well-prepared to respond to current and future disaster events while protecting taxpayer resources and expediting recovery efforts.

A request for approval of renewal for 2223-20 Special Magistrate Services with John McDaniel, Esq. was also made. The Board approved the final one-year renewal of the County’s Special Magistrate Services contract with John McDaniel, Esq. (RFP 2223-20). Mr. McDaniel provides essential quasi-judicial services related to code enforcement, animal control, building codes, land development regulations, and other County ordinances. His role helps ensure fairness, transparency, and compliance with state law while supporting Jackson County in upholding community standards and protecting public health and safety.
