Jackson County BOCC December 17th Regular Meeting Highlights

On December 17, 2025, at 8:00 AM, the Jackson County Board of County Commissioners held a Regular Meeting. This is a recap of some of the reports and requests included in that meeting.

The meeting began with recognition of Employee of the Month. The Jackson County Board of County Commissioners proudly recognized Jordan Gassett, Transition Coach for NextStep Academy, as the December 2025 Employee of the Month. Since joining the County in November 2023, Jordan has consistently gone above and beyond in supporting autistic adults through job coaching and independent living skills, helping each student move toward greater confidence and success. Known for her professionalism, compassion, and responsiveness, Jordan is highly valued by both the students she serves and the employers she works alongside. Her dedication, enthusiasm for professional growth, and genuine care for others reflect the very best of public service. Jordan’s work makes a meaningful difference in our community and truly embodies the County’s mission of FOR Jackson, FOR Future, FOR You.

A request was made for Approval of Comp Plan Capital Improvements Element 5-Year Schedule Update for 2025-2030. The Board approved and adopted an ordinance updating the Capital Improvements Element (CIE) of the Jackson County Comprehensive Plan for fiscal years 2025–2030. The CIE is essentially the County’s short-term roadmap for major public investments, such as roads, buildings, utilities, and other infrastructure, and helps ensure that future growth is supported by planned, affordable improvements. State law requires this five-year schedule to be reviewed annually so projects, timelines, and funding sources stay current and realistic. This update reflects that ongoing review process, aligns with previously adopted comprehensive plan updates, and allows the County to responsibly plan for needed improvements while remaining in compliance with state requirements.

A request was also made for Approval to Set Public Hearings for Community Development Projects. The Board approved to set public hearings to be held on January 13, 2025, at 9:00 a.m. for the following projects and requests presented by the Community Development Department:

•Inland Sun Stop Gas Station Addition

•Wind Wood RV Resort and Campground

Approval to Set a Special Meeting for Interviews of 2526-05 Legal Contract Service Respondents was also requested. At the November 25, 2025, regular meeting, the Board approved to move forward with interviews of the six ranked respondents for RFP 2526-05, Contract Legal Services. The ranking committee completed its evaluation and submitted all required reports to the County for Board consideration. In accordance with the Board’s prior direction, a special meeting has been scheduled to conduct these interviews on Tuesday, January 6, 2026, at 1:00 p.m. to allow the Board to hear directly from each respondent before taking any further action.

A request for Approval of Release of Solicitation for Construction of Generators for Critical Facilities and Lift Stations was also made. The Board approved the release of solicitation for construction of generators for critical facilities and lift stations. In January of 2025, the County solicited qualifications for 2425-05 Generator Engineering of Critical Facilities HMGP and awarded the contract to DHM. DHM has completed engineering and has prepared the solicitation for construction.

Continuing the meeting was a request for Approval of FBIP Grant Agreement 25048 with FWC for Magnolia Landing Feasibility Study and Design. The Florida Boating Improvement Program grant awarded to conduct a feasibility study and design facilities for Magnolia Landing to improve boating access along the Chipola River. The feasibility study will ensure that the future improvements to the boat ramp at Magnolia Landing will be efficient and enable more boaters to safely access the Chipola River. The design of these plans will increase the capacity of this landing and will make this project shovel ready for construction. All activities must be completed by June 30, 2028. The Board approved the grant agreement.

A request was also made for Approval of Agreement with CHROME Ministries for the Purchase of Cottage Located at 2659 Hope Lane, Marianna. The Board approved an agreement for the sale of the County-owned cottage located at 2667 Hope Lane to The New Orleans Mission (CHROME). The agreement allows the organization to purchase the property for $40,000 and includes a right of first refusal for the County should the property be sold in the future, helping ensure long-term stewardship while supporting a community-focused use of the property.
