Graceville City Commission Approves Rezoning, Advances Major Projects at March 10th Meeting

The Graceville City Commission met on Tuesday, March 10, opening the evening with the Pledge of Allegiance and prayer before moving into a series of approvals, updates, and community discussions that highlighted continued growth and ongoing improvements across the city.
One of the primary action items of the meeting was the approval of a rezoning request for property located on White Avenue, commonly known as the former auction market site. City Manager Michelle Watkins explained that the request, submitted by Eric Williamson on behalf of Down South Towing and Recovery, would allow the development of a repossession lot on the property. The site, which has undergone initial preparation, will include an office and a secured, enclosed area meeting state requirements for impounded vehicles, including privacy fencing, lighting, and security systems. Officials noted that vehicles would not remain on-site for extended periods, as turnaround times are typically less than five days. With both staff and the Planning Commission recommending approval, the commission unanimously approved the rezoning, citing compatibility with surrounding commercial uses.
The commission also voted to adjust its April meeting schedule, moving the regular meeting to April 21 to accommodate the municipal election set for April 14.
Another key approval came with the awarding of a major infrastructure project. Commissioners unanimously approved awarding a bid of $849,921.65 to Southeast Construction LLC for roadway repaving and bridge repair work on 2nd Avenue and Cliff Street. City officials expressed confidence in the contractor, noting their successful completion of previous projects within the city.
Beyond formal action items, Watkins provided an extensive update on several ongoing and upcoming projects. The Graceville Fire Department has officially completed its move into the new facility, marking a significant milestone for the department. Additionally, a new fire truck funded through legislative appropriations has been delivered, though it is not yet operational as equipment installation is still underway.
Progress continues on the city’s splash pad project, though environmental considerations have extended the timeline. Required studies, including inspections for protected species such as the indigo snake and gopher tortoise, are currently underway due to the presence of wetlands on the property. Officials anticipate submitting the full environmental study within approximately 60 days.
Several infrastructure improvement projects are also moving forward. Sewer system hardening work is expected to begin soon, with completion projected in early 2027, while water system upgrades are scheduled for completion in late 2026. Additional work addressing inflow and infiltration issues is currently in the design phase.
City leaders also discussed a funding gap for the effluent pipe project at the wastewater treatment plant. While grant funding has been secured for most of the project, officials are working with the Department of Commerce to cover a remaining shortfall of approximately $45,000 to $50,000.
Other updates included plans for stormwater improvements through a newly approved planning grant, ongoing renovations at the Civic Center, and efforts to map the city’s water, sewer, and fire hydrant systems in partnership with Florida Rural Water. The city is also preparing for upcoming community initiatives, including a patriotic flag giveaway in recognition of the nation’s 250th anniversary.
During public comment, residents raised concerns regarding public records request procedures, code enforcement issues, and the condition of certain properties within the city. Commissioners encouraged citizens to continue reporting concerns through proper channels so they can be addressed.
Community engagement remained a positive highlight of the evening. Local business owner Desi Pierce of Black Horse Coffeehouse addressed the commission, expressing gratitude for community support and sharing plans to expand menu offerings. Commissioners and officials welcomed the business and praised its contribution to the city’s growth.
The meeting concluded with commissioner comments emphasizing unity, continued progress, and appreciation for citizen involvement. Officials noted the strong turnout as a sign of community pride and encouraged ongoing participation in local government.
